I need to digest your post more to comment further, but I remrmber hearing about medical aid workers saying that they had to bring their own gloves as there weren't any available at one remote AIDS clinic. Apprently the African clinic workers don't even bother with wearing gloves at some places, as they feel contracting HIV is sort of inevitable.
Not sure if that's true or not, but would certainly be the "que sera sera" attitude taken to an extreme.
